The Complete Review  of " The 2024 State of the Province Address" by Governor Chaco Sagarbarria: As Reported by the Philippine Information Agency

Negros Oriental, Philippines

05 August 2024

Source: Philippine Information Agency

The event successfully embodied the Garbo sa Kabisay-an ethos, an appreciation for elegance and sophistication inherent in Visayan culture. Attendees were treated not only to an aesthetically pleasing environment but also to a rich sensory experience that highlighted traditional elements alongside contemporary design, as coordinated by the Provincial Tourism Office led by Executive Director Woodrow Maquiling Jr. The staging of the SOPA event exemplified a remarkable fusion of cultural aesthetics, drawing inspiration from two iconic locations in Negros Oriental, Philippines: the Cassaroro Falls in Valencia and the Rice Terraces in Canlaon City. The meticulous décor aimed to replicate the natural beauty and vibrant cultural heritage associated with these sites, effectively transporting attendees to a realm where nature's grandeur meets human creativity. This thematic choice not only showcased local artistry but also emphasized the importance of preserving and celebrating Philippine culture through innovative expressions.
Led by Provincial Administrator Atty. Arthur Fran Tolcidas, the event saw participation from heads of various offices, departments, sections, and divisions, along with national agencies such as the 302nd Infantry Achiever Brigade of the Philippine Army, Negros Oriental Police Provincial Office (NOPPO), the Department of the Interior and Local Government (DILG), the Philippine Information Agency (PIA), and many others. This collaboration underscores an integrated approach to governance that emphasizes transparency and accountability within local government units, including all other sectors like the chamber of commerce.

"Provincial governments use the State of the Province Address (SOPA) as a vital forum to inform the public about their accomplishments and future goals. The "Gentle Giant," Hon. Governor Manuel "Chaco" Sagarbarria gave a powerful performance evaluation at the Negros Oriental Convention Center on August 5, 2024. This annual speech encourages public servant accountability while highlighting governmental transparency. Through the expression of both past achievements and aspirational goals for the future,
SOPA helps the public understand the strides their local government has made and pinpoints areas in need of additional focus.
Moreover, SOPA enables citizens to critically evaluate their government’s performance. By articulating both successes and challenges faced in governance, public officials provide a comprehensive overview that enhances civic engagement. When constituents are aware of what has been achieved and what remains to be done, they are better equipped to hold their leaders accountable. This transparent dialogue fosters a sense of trust between government officials and citizens, as it demonstrates a commitment to open communication and responsible governance.

Notably present at this significant gathering were Sangguniang Panlalawigan Members presided over by Vice Governor Jaime Reyes, local government unit (LGU) mayors, vice mayors, and barangay captains, who play critical roles in grassroots governance. Their involvement not only enhances community representation but also ensures that local issues are addressed effectively. The presence of dignitaries such as Congressman Chiquiting Sagarbarria, representing Negros Oriental's 1st District, his dad, alongside Governor Sagarbarria’s other family members in Dumaguete City's Vice Mayor Maisa Sagarbarria, his mom, and Barangay Calindagan's Kagawad Chessa Sagarbarria, his sister, and most importantly, the presence of the Provincial Information Officer-inCharge Juvi Calago, his partner, further emphasized the importance of political unity in fostering development within the province.
The SOPA delivered by Governor Sagarbarria exemplifies how provincial leaders can leverage such forums to inform citizens about ongoing projects while simultaneously promoting civic engagement. By articulating governmental achievements and future plans, leaders cultivate a sense of ownership among residents regarding their community’s trajectory. Thus, events like SOPA not only serve as informational platforms but also as catalysts for collective action towards a more participatory governance  model in Negros Oriental."

An inside look into Style Conquest 2024

12 July 2024, Manila Bulletin

Megan Davies' designs artfully fuse contemporary sophistication with playful textures and charming details, while Elene Mariano explores themes of sexual awakening and womanhood in her creations. Joining these emerging designers in the two-act show were eight seasoned industry professionals, each showcasing their latest collections.

Keeping it vibrant and festive Style Conquest serves as a way to put new Filipino fashion into the spotlight

The new trend of creativity and inclusivity makes headlines in Philippine fashion. Style Conquest, a dynamic platform dedicated to providing budding fashion designers with invaluable exposure, wrapped up June with a fashion show at the Green Sun Hotel in Makati.

The seamless event, a fusion of fashion and entertainment, featured the latest collections from esteemed designers and promising iAcademy talents. P-pop sensations G22, VXON, AJAA, YES MY LOVE (YML), and Viva artist Rabin Angeles graced the catwalk, showcasing the latest trends. Their dynamic presence and charisma enthralled the audience with their star power. The brainchild of Richard Anthony C. Baldoza, known fondly in the industry as Chardy, Style Conquest aims to support emerging talents in fashion.

Joanna Santos, drawing inspiration from her late grandmother, captivated with her contemporary avant-garde couture, while Jannah Collado crafted women’s wear, was influenced by her astrophobia and the intensity of thunderstorms and lightning, infusing grunge punk aesthetics.

Abby Fernandez impressed with her innovative Filipino-Japanese streetwear, featuring unique textile prints that harmoniously fused cultural elements from both nations, while Ellyn Denubo’s avant-garde designs featuring daring cuts and unconventional materials aimed to capture the flair of a perya.

The inspiration for advocacy came during a nostalgic drive to Tagaytay. Chardy and his friend, fashion designer Edrick Paz, reminisced about the golden era of Philippine fashion, a time when multiple shows lit up the week, connecting designers, models, and fashion enthusiasts alike.

Chardy has observed a significant shift in the post-pandemic era. “Now, post-pandemic, there are still shows, but many of these are very difficult for aspiring and new designers to penetrate,” says the CEO of R PR and Production. “The high costs and necessary connections often act as barriers, stifling fresh talent. Thus, the idea of Style Conquest was born, a cheaper and more accessible platform for emerging designers.”

Style Conquest’s commitment to supporting new talent is evident, especially with its collaboration with iAcademy. By providing a comprehensive production that covers all aspects of a fashion show, from logistics to execution, the event allows designers to focus solely on creating. “We encourage creativity and boost morale for these new designers to risk and pursue their dreams,” says Chardy.

True to its purpose, the show highlighted the remarkable debuts of iAcademy Fashion Design graduates, each presenting unique and captivating collections that left a lasting impression.

The runway was graced with bold, oversized silhouettes, delicate handcrafted details and avant-garde statements, reflecting the diverse perspectives and expertise of established designers, namely Paul Matt, Edrick Paz, JM Rosario, Camille Besacruz, Emanuel Riñoza, Kein Dumlao, Nash August and Basil Malicsi.  Style Conquest 2024 made its debut as a platform for iAcademy graduates’ collections, showcasing the creativity and innovation of these emerging fashion designers and the wider fashion community.  Looking ahead, the team behind Style Conquest 2024 eagerly anticipates its return this October.
